"Runs and Drives" means staff at the storage facility were able to start the vehicle and move it under its own power for a short distance. "Engine Start" is a step below that — the engine turns over and runs, but the vehicle wasn't tested for actual drivability (it may not shift, steer properly, or move safely). Both are point-in-time checks performed at intake, not a guarantee of condition on the day you pick the vehicle up.
